How to Collect and Analyse the Required Data
Collect the following data by conducting individual post-distribution monitoring (PDM) interviews with a representative sample of recipients of provided cash-based assistance:
RECOMMENDED SURVEY QUESTIONS (Q) AND POSSIBLE ANSWERS (A)
Q1: Has your household received cash transfers from [specify the provider] in the past [specify recall period, e.g., 3 months]?
A1: yes / no / doesn't know
(ask the following question only if the previous answer is "yes")
Q2 if the respondent is a man: Who decided what the [specify: cash / voucher] will be spent on?
A2 if the respondent is a man: [one option only; do not read the answers to the respondent prior to them answering]
1) I (the man/respondent) decided alone
2) My wife/partner decided alone
3) My wife/partner and I decided jointly
4) Another male household member decided (e.g., father, son)
5) Another female household member decided (e.g., mother, daughter)
6) I (the man/respondent) and another household member decided jointly
7) My wife/partner and another household member (not me) decided jointly
8) Someone outside the household decided
9) Doesn't know / no response
Q3 if the respondent is a woman: Who decided what the [specify: cash / voucher] will be spent on?
A3 if the respondent is a woman: [one option only; do not read the answers to the respondent prior to them answering]
1) I (the woman/respondent) decided alone
2) My husband/partner decided alone
3) I and my husband/partner decided jointly
4) Another male household member decided (e.g., father, son)
5) Another female household member decided (e.g., mother, daughter)
6) I and another household member (not husband/partner) decided jointly
7) My husband/partner and another household member (not me) decided jointly
8) Someone outside the household decided
9) Doesn't know / no response
To calculate the indicator’s value, divide the number of households where women were involved in decision making on the use of cash transfers by the total number of surveyed households (exclude those where "doesn't know / no response" answer was provided). Multiply the result by 100 to convert it to a percentage.
Disaggregate by
Disaggregate the data by age groups, wealth and other factors depending on the local context.
