Indicator Purpose
How to Collect and Analyse the Required Data
1) Count the number of communities with a fully completed Vulnerability and Capacity Assessment and a clear plan specifying what actions will be taken (by whom, when) as a result of the assessment's findings.
Important Comments
1) Treat the assessment as “completed” only if it was participatory and included meaningful input from different population subgroups and those most at risk (for example, women and men, older and younger people, people with disabilities, pregnant women, and marginalised groups relevant to the context). Avoid relying only on local authorities or dominant community representatives.
2) Ensure that the follow-up action plan reflects the priorities and constraints of different groups and specifies responsibilities in an inclusive way (who will do what, by when), so that actions are feasible for those most affected and not designed only around the perspectives of the most powerful groups.
