What is its purpose?

This indicator measures the number of people who have continued access to critical public infrastructure/ services protected from the impacts of major identified hazards. Key public infrastructure/ services may include health centers, schools, water sources, roads, etc.

How to Collect and Analyse the Required Data

Determine the indicator's value by using the following methodology:

  

1) Identify settlements whose inhabitants have access to the protected infrastructure (for example, a school in a village might be accessed also by children from the neighboring villages).

  

2) Within each settlement, identify the number of individuals with access to the protected infrastructure (for example, while 100% of inhabitants might benefit from the protection of a major access road, only 50% of children will benefit from the protection of a local school for girls).

  

3) Sum up the total number of individuals (from all the benefiting settlements) who have access to the protected infrastructure.

  

4) In order to assess the equality of access, include in your representative survey of the target groups a question asking them: "Is there any reason preventing you from using [specify the infrastructure/ service]?" If the answer is YES, ask: "What is the main reason preventing you from using the [specify the infrastructure/ service]?"

  

Only individuals who can access the infrastructure/ service on similar terms to the majority of the population can be reported as having "safe and equal access".
