Indicator Wording

% of targeted institutions with accessible improved sanitation facilities

Indicator Purpose

The indicator assesses the proportion of targeted institutions (such as schools or health centres) with accessible improved sanitation facilities.

How to Collect and Analyse the Required Data

Collect the following data by using observations (Q1-Q6) and conducting key informant interviews (Q1-Q2) with the institutions' employees and users:

Q1: Is there a latrine at the institution?

A1: yes / no

  

(ask the following questions only if the previous answer is YES)

Q2: During normal working hours, is the latrine open and operating?

A2: yes / no / only some latrines are operating

(ask the following questions only if the previous answer is YES or SOME LATRINES)

Q3 for data collectors: Does the latrine have doors? 

A3: yes / no / only some latrines have doors

 

Q4 for data collectors: What type of latrine is available?

A4: _

1) pit latrine with a slab

2) ventilated improved pit latrine 

3) flush or pour toilet (connected to a sewer system or a septic tank) 

4) composting toilet

5) pit latrine without a slab

Q5 for data collectors: Are there separate latrines for women and men?

Q6 for data collectors: Is the latrine accessible for all intended users, including people with a disability and/or older/younger people?

A facility can be considered as having "accessible improved sanitation facilities" if the responses to Q1, Q2, Q3, Q5 and Q6 are YES and the response to Q4 is any of the first four options.

 

To calculate the indicator's value, divide the number of facilities meeting these criteria by the total number of surveyed facilities. Multiply the result by 100 to convert it to a percentage. 

Disaggregate by

Disaggregate the data by type of institution (school, health facility, etc.). Additionally, disaggregate results to show performance on each component, such as the percentage of institutions with latrines, latrines that are open and operating, or those with doors. This granular reporting helps pinpoint specific weaknesses, which are more useful for showing the main needs than the overall indicator value.

Important Comments

1) In many countries, the relevant ministries or UNICEF defined a range of additional sanitation-related standards for schools, health centres and/ or other institutions. Consider including them in your intervention’s design and M&E system.

2) To integrate better protection considerations, if there are separate latrines for women and men, consider verifying the following:

Q for data collector: Do the latrines for women have doors? 

A: yes / no / only some latrines have doors

Q for data collector: Do the latrines for women have functional internal locks? 

A: yes / no / only some latrines have functional locks

3) Also consider measuring whether there is a handwashing facility with soap and water next to the toilets.
