What is its purpose?
The indicator measures the number of essential service providers & infrastructure types people rely on (such as health centres, schools, roads, bridges) that were protected by the project’s activities against the most likely hazards, such as floods or landslides.
How to Collect and Analyse the Required Data
Determine the indicator's value by using the following methodology:
1) Use reviews of relevant documents (e.g. project reports) and interviews with the project staff to prepare a list of the supported service providers and infrastructure types.
2) Per each service, use interviews with the service provider’s staff, relevant authorities and the project staff to identify which hazard(s) the service provider / infrastructure type(s) is most vulnerable to (i.e. which hazards are most likely).
3) For each supported service provider / infrastructure type, conduct observations and interviews with relevant stakeholders (e.g. the service provider’s staff, engineers, local authorities, project staff) to assess whether the identified service provider / infrastructure is effectively protected against at least one of the most likely hazards identified in the previous step. Remember that what matters most is that people can access critical services even when a hazard strikes (e.g. being able to access latrines or hand pumps thanks to them being located above flood level).
4) The indicator’s value equals the number of service providers / infrastructure types that are (based on the conducted survey) effectively protected against at least one of the most likely hazards.
Disaggregate the data by the type of service providers / infrastructure (e.g. health facilities, schools, bridges, etc.).
